What off-plan property is, and how it works in Dubai
October 2026 · Kevin Walsh, Senior Investment Advisor
Off-plan simply means buying a property before it is finished, sometimes before construction has started. You agree a price today, pay in stages while the building goes up, and get the keys at handover. In Dubai, most new-build sales happen this way.
Why people buy off-plan
- You pay in stages, not all at once. A typical plan might ask for 10–20% up front, more during construction, and the rest at handover.
- Launch prices are usually below what comparable finished homes sell for.
- You get a brand-new home with a developer warranty.
- If the market rises during construction, you may benefit before you have paid in full.
How a purchase works, step by step
- Reserve: you choose a unit and pay a booking amount, often 5–10%.
- Register: you pay the Dubai Land Department fee (4% of the price) and the sale is registered in your name. This initial registration is your proof of ownership while the building goes up.
- Sign: you sign the sales and purchase agreement (SPA). It sets out the price, payment dates, specifications and completion date.
- Pay in stages: instalments fall due on set dates or construction milestones.
- Handover: you inspect the home (the snagging visit), pay the balance, receive your keys and title deed, and service charges begin.
How your money is protected
Under Dubai law, off-plan payments go into an escrow account registered with the Dubai Land Department, not the developer’s own account. The developer can only draw that money as construction progresses and is verified. You can check a project’s registration and escrow details yourself, and I always show clients this before they pay anything.
What can go wrong
- Delays: completion dates slip. Most SPAs allow a grace period, so read that clause.
- The final payment: plans with a large handover payment need cash or a mortgage ready on time.
- Reselling early: many developers only let you resell once you have paid a set share, often 30–40%.
- The market: prices can fall as well as rise during a three-to-four-year build.
Off-plan rewards patience and punishes stretching. Buy something you can comfortably fund all the way to the keys.
